Order note enablement and language customization

To enable order note on your cart page. Go to themes -> Click on Coustomize.

Select on Cart here

Select Cart

Enable Cart Note here

To customise the language, you can go to the themes and click on Edit default theme content. For example, if we want to change the order note label,
